It's a tie between Captain Tessa Testarosa and Kaname Chidori from Full Metal Panic! Tessa would win if she wasn't such a physical weakling. Her smarts and calmness under pressure are great, though.
Kaname can up and pilot a giant mecha on a whim, though. And she doesn't take nonsense from anyone.
Osaka from Azumanga Daioh (she's not cool .. more .. amazing? (no that's not the right word but I cant think of annything better -.-'')) Kyoko from Skip Beat (Lol x'D) Yuuko from xxxHolic <33 Rei from Neon Genesis evangelion (though I haven't seen the anime yet T__T)
And Misaki from Kaichou wa Maid-sama (that's not an anime, but she's my favorite manga girl EVER so I cant just ignore her ~~)
