PROVIDENCE Established in 1972, Providence is an international presence that operates mostly in the United States. Their official objective is to police deviants, though the ideal they strive towards is a world of equality where standard humans and deviants can peacefully co-exist without unwanted discrimination. Providence often offers to help deviants understand their powers, and takes in those who have been orphaned or struggle immensely to fit in. If a Deviant has control of their powers, they are not required to stay under Providence by U.S. law, however, all actions done upon departure from Providence will be held against them in full. Those who cannot control their powers will be forced to remain with Providence and those who commit crimes will be locked up by Providence. Human police forces simply do not have the capabilities to control them.

Since the start of the war, Providence has taken an active fighting role, working closely with Government Militaries to fight back The Dominion and preserve human rights, on top of the services they had performed prior to The Dominion attacks.

THE DOMINION It is the goal of The Dominion to create a two-tiered society, where deviants rise to the top and humans are second-class citizens. The war was initiated by The Dominion in order to force governments and society at large to their will. It is the belief of The Dominion that deviants are next step in evolution, and it is simply their right to rule. It is the hope of the Dominion to pursue a world where the many unique gifts see a world with no shortage of necessities, where powers can feed the masses, empower the cities, purify the seas, to master the Earth. Until such a time, those who willingly join them are promised and given a life of great riches, wanting for nothing, off of the backs of those they have managed to conquer thus far.

The founders started The Dominion largely due to the failings of Providence. They took exception to the fact that deviants had to hide themselves and their gifts, but it goes beyond that. Deviants were and still are often subject to violence due to racism and xenophobia, especially from religious communities who often refer to them as demons. Deviants also often end up the subject of horrific scientific experiments despite Providence's best efforts to protect them.

CATALYST Unknown to the world, there is a secret organization manipulating things from behind the scene. Even most of the people who work for Catalyst don't know they are working for the organization. Most experimentation done on deviants can be attributed to this organization. They also develope technology, military equipment, pharmaceuticals and other things, using what they've learned from deviant experimentation. A tangled mess of shell companies is used to keep Catalyst hidden and make it appear as if these scientists are working independently.
