His arms are too long, not too short, and need thickening out a little. The elbow should reach the waist when arms are relaxed, and hands should reach upper thigh.
His head would be fine if the top wasn't so domed, try flattening it out a little.
Try working from human reference to get more of an idea on proportions.
I like that you've attempted with clothing folds, and the background helps set the scene nicely.

- Learn to work on the human form first, you made his head the biggest part of his already mis-shapen body for some reason. His torso & arms are to short & even for anime his face is crooked, You give your art more credit than it deserves.
