I believe Sasuke, he is a jerk as well... Crappy double threat.

Rock Lee's brows are odd, but he is no where near as ugly as Sasuke..

I hate to say this...but with the exception of the eyebrows...I use to look like Rock Lee...He's pretty fugly...and I have no qualms saying I'm ugly either hehe...But if it will make anyone feel better...I'm trying to fix myself up so I can get the Shikamaru look going...Ah hell yeah...

As for me, that lady who had team 7 get the cat again was definitely pretty damn ugly. *shudders* I feel bad for the cat. Orochimaru's pretty messed up looking too.

Rock Lee and Gai are definitely freaky looking, but after a while, they kind of grow on you, and they're cute in a ugly sort of way.

Rock Lee isn't at all ugly to me. I find him adorable, but I can't say the same about Gai. If you look at them, I don't think Lee really looks like Gai. I don't like Kabuto very much, not that he's ugly though. heart ROCK LEE heart !!

Well if I must be sincere the first time I saw Rock Lee I thought it must be some kind or joke...I was completely astonished that someone so ugly could exist in an anime...But hey he's sorta cute when you get to know him isn't he? That's the important thing, no matter how ugly he and Gai-sensei are, you just end up loving them and caring for them too... So maybe maybe... The three mutant-like men Orochimaru sent to get Sasuke (the girl was ok)...They were soooo ugly!
