You're thinking of the rinnegan. Unfortunatily no because it is extremeily strong. It would render the sharingan and byakugan useless, since it has the effects of both. It can also raise animals and people from the dead, and keep them under the uisers control, which is a bit like puppetree. I proposed the bloodline, but It was not accepted, even when I tried to make it as godmodly as I can think without taking away it's main abilities.
