How do you know he is right? I mean you didn't make that rule, BB did. And you can use any, but you don't auto-learn them.

uh no it doesnt, you know the elemtns you dont know the jutsu for them you have to learn those. Cause that jsut broken, you go up 1 rank and you auto learn like 20 jutsu. no

So the whole thing is: you know all elements, but you can only learn jutsu up to your current rank. Along with this, you are restricted from using elemental combinations.
