Yeah I don't know what happen with Rain they use to have a lot stronger shinobi not just Koi then all of sudden they disappeared when Koi rose to power they just went inactive and now they were left with Alicia who has her own strengths lol

Same with Grass Masumi left and the rest follow it's been hard trying to bring them back though luckily lenon sort of came back by himself now I just got to make sure most of my genin become chunin

Ninjutsu Class

These ninjas are truly ones to be feared, and in a Ninjutsu against Ninjutsu fight, the sounds of their jutsus can often be seen and heard within miles. These ninjas have the power to deal a lot of damage using their own elements, and are often very creative in their ways of fighting.

Strengths
-Highest chakra reserve: These ninjas have the largest amount of chakra within their own rank, only surpassed by bijuu hosts. With this amount of chakra they can deal a large number of devastating attacks.
-Mastery of elements: Ninjas of the Ninjutsu class are the only class that can completely master two types of elements (learn jutsus from both elements to the highest rank)

Weaknesses
-Vulnerability to opponents: If the opponent has elements which can counter theirs, these ninjas would be rendered useless in combat. In harsher words, they would be "sitting ducks".

Bonuses:
-Complete mastery of 2 elements (once you reach Chuunin level, you can learn jutsus of 2 elements up to your rank. Kage or Sannin can learn a 3rd element but it will be weaker, only up to Jounin rank.)
-Can learn Ninjutsu in 1 less post than required.
-No limit to ninjutsu knowlage

Limitations:
-Can only learn a limited number of Genjutsu
(Genin can learn 5, Chuunin 10 and Jounin 15, Kage or Sannin can learn 20)
-Can Learn a limited number of Taijutsu/Weapon Styles (2 Taijutsu Styles, or 1 Taijutsu/1 Weapon, or 2 Weapon Styles)
-1 more post than required to learn Genjutsu and Taijutsu.
-Cannot learn Medical Ninjutsu (Kage or Sannin can learn up to Genin level)

Yeah I guess Ame could kill Gai Kou and hand his body over but still he is hidden in the rice country, and Alicia is at Oto gates so if something starts she is going to probably get attacked by all the strong people in Oto, oh and we have Blarg on our side since he was the last survivor of the original Oto and he is in the village, but Naito it probably would't be smart to enter the war with rain cause as with Rain your praticaly the only strong person there unless Lenon is active? and then Ryoko isn't very active and if war happened between the three small villages there would be a lot of human puppets in Oto since there are three people there that know the human puppet jutsu and two that are actually human puppets, me and Havoc.

My RPC in oto can learn any medical jutsu except sealing jutsu.

I haven't done anything to actually go to war I try to keep my genin at grass unless they go out to train really

Like I said I only stated that I hope someone helps Rain there Akatsuki and there very much needed in my opinion
