lol why can't I go to arizona? Is there like the hispanic version of the kkk?
And oh that. I was just wondering if I needed something to get approved. Like I wanted to make a medical manikin, where if you send chacra into a spot on its body, it turns a dark blue, and you have to use healing chakra like in medical jutsu's to change it back to it's normal color. And then I was going to modify it for other types of medical jutsu's.
Anyways I just wanted to know if I still had to get it approved even if it wasn't a weapon confused

Even if your you have a green card?
Just teaching medical jutsu. It would be alot easier teaching some one medical jutsu's if you didn't have to find some one for every jutsu you wanted to teach them, then that's when I thought of the medical manikin, got the idea from the cpr dummies xp
