Here is the info about backgrounds: "Background image used. Background images must come from the tag gallery*. In addition, you may specify the filler color if you'd like. The filler is the space within the borders that is not taken up by the background. You may request it be white, a different color, or an extension of the background. * While outside artwork is generally not permitted, users may request art they made be used as backgrounds, including photographs they have taken themselves (the art must have been made by the user fully, without using outside resources such as stock images). In addition, they may give permission for others to use their background. Should the artist revoke permission for use of their background, the change will apply to future certs only; no certs will be updated to remove a background whose permission has been revoked, as permission had been granted at the time of certing."
