True, but Bytes knows more than electric moves, and usually after a loss against certain foes, he attempts to learn moves they know(For example, if he lost against King Solaris, he'd do a ton of training to, most likely, learn Psychic)

That's the cool thing about Electivire. Large amount of non-electric moves to learn. Hell, Even as an Elekid, he can learn psychic

Move tutor mainly functions off of people sending in their characters to add to the move pool. I'm thinking of talking to Chaos about having some NPC's teach, though, to help add to it.
