No, if the rpc is a genin, then they'd have to learn them normally, except for clone, substitution, and transformation jutsu. Those are free. |

You can add it up to Chuunin if you're Jounin, meaning Academy, Genin, and Chuunin techniques are at your disposal to auto. |
