Not village jutsu's but styles, are there village unique styles? is that how they are broken up?

Taijutsu and weapon styles are split between the villages. so yes. just look in each of the different villages handbooks to find the styles.

Thanks, do I need permission if I want to learn a style from another village? So I am in Konoha but if I wanted to learn Kiri taijutsu do I need to get permission from the Mizukage?

So a question, saw this jutsu on the list and wondered will this actually destroy an entire village and everyone inside it? More importantly if it does how would it work?

The incredible destructive power of this jutsu can reduce an entire Hidden Village and everyone within the area to nothing but ash. Shien has referred to it as a way of Smiting, similar to what Gods themselves do to the unworthy, sometimes seireitou also refers to this as well. I'm pretty sure you have to have four people who know this jutsu for it to work, and I think you have to give the people in it 24 hours to post an escape before they are auto-killed. That's how it is in another guild I am, but ask shana

Well I'm thinking about making a Kiri shinobi next so I'll keep you posted.
