So it say's +3/-1 how does that go?

I think that might mean that the strength is increased by 3 and speed is decreased by 1...I think stressed

Mann, that makes it even worse. I should remember just about anyone who was in Suna back then. Though "technically" I wasn't actually in the village during Zane's reign, since it fell during the chuunin exams. Maybe the character name would help? I should remember most of those.

@Yuki: Hikaro was indeed a pretty awesome kage. I think she was the only one other than myself to really try and hone in on the "We are ninja" aspect of being, well, ninja, to a militant degree.

So it say's +3/-1 how does that go?

Its the maximum and minimum that you can increase a stat by with jutsu and techniques and the maximum that you can be slowed by them.

Okay. So lets say your speed is 4 for genin. That would be your BASE speed. Now the (+3/-1) is called the "soft cap". The soft cap means that, at that rank, you may be boosted through several ways to reach a maximum of 7 speed or be deduced by other methods to go down to a minimum of 3 speed.

Demons/Cursemarks allow one to go beyond the "soft cap" but only their bonuses are able too if you have already reached the soft cap.

we also have a "Hard Cap" the hard cap is that, no matter what, a character can never go beyond 15 speed/Strength.
