I locked it because those threads spam up the main forum and I don't like having to remove them after a couple of months because nobody else did. The chatroom thread is just as good a place to say "hey I'm back. What did I miss" as a whole thread DEDICATED TO THE SAME THING.

There is a thread on the main page. Put simply: Based on your rank there are a certain number of jutsu you can use. If you had your RPC for between 6 months and two years you got a bonus. Again just read the thread.
