It's not official. It's based on the speculation that...
"BC brought new races. WotLK brought a new class. Cata brought new races. Therefore, MoP will bring a new class."
Faulty logic, considering the same logic said that,
"BC brought new races. WotLK will therefore bring new races."
And a whole bunch of speculation over what new races would be available.
Then they mindscrewed everyone by bringing on a new class.
We'll find out more at Blizzcon this year - probably.
As for the monk class part specifically... It's based entirely on the name of the game, "Mists of Pandaria." Because it had the word, "Pandaria," in it, people just assumed that Pandaren would be a huge part of it. That led to speculation on both a new race - Pandaren - and whether or not it would be Alliance or Horde - some people even speculated neutral. Because of the above logic, some people thought, "Pattern means MoP will bring new class. Pandaren part of name of expansion. Therefore, monk class."
