I'm thinking of starting with Snivy (Smugleaf cool ) what's a good competitive moveset for the final evolution. I've seen some of the ones online but I'm looking for a tank set-up and most I've seen don't look strong enough.

Well obviously you would wanna buff his HP, Defense, and mainly Special Defense... how you do that as far as spreading EVs is up to you. I would suggest a Bold/Calm or Impish/Careful ... depending on whether its offense will be either of the physical or special. After that, the moveset should be rather easy to come up with. It would involve Substalling, if you're alright with that...

Nature:
Attacker: Impish (High def, low Sp.Atk) / Careful (Hi SpDef, low SpAtk)
Specialist: Bold/Calm (same thing expect Atk is lowered)
Item: Leftovers (obviously)
Ability: Overgrow or if you can wait... Contrary
Moves: Substitute, Leech Seed, Toxic, Leaf blade/GigaDrain
Basically, you let the offensive/special offense/speed grow on their own and then buff out max HP with 252 evs and then spread out the evs between Defense and Special Defense. His stats gear more towards the speedy defense so it shouldn't be too hard.
Other options would be to give him either Coil or Calm mind to buff up which ever defense you're working with. Coil to raise defense and help Leaf blade or Calm Mind to raise Special Defense and raise drainage of Giga Drain, also providing larger coverage for more Substitutes... Just watch out for them weaknesses...
Strategy:
Turn 1: Leech Seed
Turn 2: Substitute
Turn 3: Toxic
Turn 4-end: spam substitute or attack depending on the target.

Edit: You won't be able to efficiently do this till you can get about as far as Nacrene where the Defense pokemon appear. Otherwise you'll be running into a but load of Lillipup and Patrat... Straiton is pushing it if you run into Munna and Audino for the HP help.
