Deadly alternative to lvl 4 Starly?

Ok yeah, So I've been using Starly as my Fly/Defog slave for for yonks now (I've literally just gotten Palkia...) And I decided it's high time for a alternative, so I was wondering if there was a good pokemon that could use fly that is strong and preferably not flying type?

Any help greatly appreciated ;D

Oooh, it evolves at lvl 55 too, which is a nice bonus!

Altaria, it flies and its part dragon.... and it evolves from swablu at 33.....

by requirement he mean see all 150 pokemon in your game..which I think you should get started on now since your just got your pearl mascott

I am pretty sure dragnoair cannot learn fly. only dragonite, especially since he is the only one of the evolutions with wings.

yeah becuase the E4 has some of the pokemon you need to see to complete your dex
