It makes the able to be hit by ground attacks, that means the flying type would have to be holding it.

If a flying type or a levitating pokemon is holding it, it is able to be hit by Earthquake.

It's normally a bad thing....

No, I mean in order for you to be able to hit someone with EQ, the enemy would have to be holding it.

Somebody with trick can give it to the other person so it can be used that way I suppose, but generally yes it is.

150 power, with recycle to continue using it, but you will still hurt your own pokemon, by making it slower and if it's flying losing that advantage.

Either way you're better off using Giga impact/hyper beam if you plan on using fling twice it takes two turns like Giga impact/hyper beam.

Lopunny makes good use of it with it's klutz ability with switcheroo and fling. Also I think it's only 130 base power.
