I'm not sure, but it's probably random. I ran into him in 2, I think, but they wouldn't put him only in the later volumes, so I'm sure you could find him in 1 as well. The first thing he said to me was, "Don't you dare call me butt-Rice."

Actually, I think I met him more than once in game. It seems like butt-rice actually likes hanging out with Kaki Leader, because when I met butt-rice I think I also met Kaki-Leader.
