I dunno, but he sure has a lot of fans...
INCLUDING ME! twisted
Even though he only shows up for a few minutes, hes cool-looking and kind of funny. I think part of the appeal is also that the fans can make him however they want since much wasn't said of him.

Because we all know a person that is loyal to a fault and it's nice to have a person to show that nerds can be awesome to. Also fanfiction can play with him a lot because he wasn't put in a lot. He's flexable, he's (we can admit it) cute, and we all can think of someone like him or even be the one like him.
