Would it be possible to get a custom Kelpi with a Mer's tail? Or a Mer with a Kelpi's tail for that matter? Since the only thing a Mer can be crossbreed with is a Kelpi, what parts on them are interchangeable to show they're both breeds?

Technically, yes, you could get a Mer/Kelpi crossbreed with traits from either on the other's base, but neither base has stock edits for the other breed at the moment.
That'd mean one of two things, either a colorist would be making new template additions, or they'd do one off custom work to make the crossbreed.
