Sweeney Todd McRepoman you have saved the day! If it weren't for you Xilo would have never unlocked Luigi in Super Mario 64! What on earth would we do without our Luigis in our Super Mario 64s?
By the way to unlock Luigi you get to the final battle against Bowser then reset your N64 then delete your game save and make a new one.

I FOUND IT, if you glitch in the first world on the first star, it gives you 255 stars, and all the keys, opening everything up in the process! then the next star you get goes to 0 and BAM luigi
