[Team Cipher]
Team Cipher is a criminal organization founded in and originally working within the region of Orre. Cipher has consistently put a focus on scientific research, mainly in the ways of Pokemon and how to make them more powerful and useful tools. While their primary focus has been on Pokemon research it has only been to such an end to dominate and control the region of Orre and eventually the world.
Leadership of Team Cipher has changed at least twice. When Snagem first encountered Cipher they were ran by a man named Evice though some documents uncovered state that he was not the true leader, regardless for any encounters Snagem had with Cipher during this time it was with Evice acting as leader. The organization would then fall into obscurity for a time before it was ressurected by former Cipher Admin and current leader, Ein.

Appearance: A tall slender man with dull purplish hair with fair skin. Is always seen wearing a long flowing lab coat and stylish purple tinted glasses.
Notes: Ein, a scientific genius to rival the greatest of minds through out history. A particularly callous man Ein wishes nothing more than to uncover the mysterious of the world and life its self, at any cost. Some might consider Ein evil and cruel but he does not, instead he sees everything in the world from an extremely neutral point where nothing really matters and everything exists to be manipulated. Ein has used his extreme intellect and cunning to put himself in positions of power and influence in order to support his various experiments. Through Cipher, starting out as a scientist and working his way up to admin and eventual leader he has created what he considers his greatest work ever; the Shadow virus. His obsession with his Shadow project has driven him to extreme lengths, desiring to expose the entire world to it, to correct what he believes to be the flaws in organic life. Ein considers nothing outside of his reach or influence, nor does he believe anything is off limits. A man of science who also believes that myths and legends, even god its self, can be touched upon. Ein is truly a man of terrible vision.
After his final defeat at the hands of Team Snagem he was sealed away in an ebonite (Dark Gem) vault and banished to the Distortion World. Tied to a chair inside the vault and forced to see the faces and names of his victims on a screen in front of him he will drift for all eternity, outside of time and space, ageless and nowhere forever.

Name: Miror B.
Species: Human
Status: Active, Former Cipher
Appearance: Tall slender man with a half red and half white afro. Wears large gaudy glasses and a purple suit.
Notes: Miror B. was a member of Team Cipher for a great many years, having worked under three different leaders and three different incarnations of the team. Miror B. was never particularly loyal to Cipher as a whole, only enjoyed the perks it granted him such as a legion of minions and wealth. Unlike most other members of Cipher he cares deeply for his Pokemon in spite of his own selfishness.
For a time Miror B. held an intense hatred of Team Snagem and all their meddling in Cipher's affairs which often made him look bad and thus caused him to lose prestige. When Ein usurped control over Team Cipher Miror B. was forced into hiding along with his two remaining followers, Trudly and Folly, Ein intent on killing them all. The mad scientist would succeeded in killing Miror B.'s followers, leaving him alone and without admiration for the first time in his life.
Deciding to get revenge on Ein, Miror B. decided to help Snagem take down the mad man once and for all. Since Ein's defeat and the collapse of Team Cipher Miror B. has not been seen again but is known to still be alive.

Species: Weezing Hybrid

Appearance: A slender woman with purple skin and long black hair. Has a tumor-like growth on her chest which resembles a face complete with functioning 'mouth'.
Notes: Zera is a Weezing hybrid under the employ of Team Cipher and Ein. A Cipher admin known for her gleeful cruelty and willingness to go along with Ein's ambitions without so much as a second thought. Zera takes pleasure in harming others and causing destruction, her arrogance the only other trait to rival her cruelty. A chain smoker the Weezing hybrid utilizing various gases and sludge in battle, making her a very potent threat. With pressurized bursts of gas she is able to lift her off the ground and give herself surprising speed. Her sludge also has explosive traits which combined with Fire Pokemon and her favored cigarettes allows her to create large explosions.

Species: Zapdos Hybrid
Status: Active, Betrayed Cipher
Appearance: Black eyes with light brown hair with yellow feathers all over body, a long pointed beak on face, and two wings on back. Wears clothing that is easy to move around in.
Notes: A powerful Zapdos hybrid who has trained herself to peak physical strength. By constantly wearing weighted clothing she not only trains her body at all times but also hides her true speed and strength. Is a master in swordsmanship and known to wield such blades. While formerly a member of Ein's small elite circle Kess could no longer standby and watch Ein commit his horrors and thus betrayed him and assisted Snagem in orchestrating his downfall.

Species: Sharpedo Hybrid and Cloned Cyborg
Status: Alive but status unknown
Appearance:
Notes: One of many Hybrid-Cyborg clones devised by Ein, the first one of twenty-two to survive the process and thus considered a 'success'. A total mindless servant to Ein, feared through out the Orre region for its unquenchable ruthless and murderous thirst. Does not appear to feel pain and nigh impervious to all damage. The perfect killing machine.
After Ein's defeat and the collapse of Team Cipher Ein's control over S-22 was lost and the hybrid disappeared.

Name: Dull
Species: Gengar Hybrid
Status: Non-existent
Appearance: Long black hair, red eyes, sharp teeth, and purple skin. Wears a long black coat at all times.
Notes: A Gengar hybrid from another dimension. A cruel and sadistic person who seems to take pleasure in causing others pain. His existence in our world causes him extreme pain and over time being in this world causes his mental state to rapidly decline. In hopes of stopping the pain and descent into madness he joined up with Cipher after Ein promised him he could help him find a way back home and put an end to his suffering. However Ein would not, or rather could not, keep this promise.
After learning of the gateway between the world and the living and the dead somewhere in Kalos Dull hunted down the only person he could find with direct knowledge of it, Count Geist. Wrongly believing in his maddened state that the gateway could take him back home he demanded Geist assist him. After being refused Dull would murder Geist and destroy his soul.
Having fallen completely into madness Dull was no longer of any use to Ein and eventually Dull would be confronted by Team Snagem's Odd. The two would engage in fierce battle, Odd eventually besting Dull and defeating him. After Odd absorbed his life force Dull would cease to exist and yet his suffering was finally over.
Name: The Hexagon Brothers
Species: Humans
Status: Inactive
Appearance: A group of sextuplets the Hexagon Brothers are physically identical to each other. They are of average height and of relative slim build with lightly tanned skins and short black hair with brown eyes. They all wear the same identical Cipher peon body armor and helmet with visor, their outfits only differing by color.
Notes: The Hexagon Brothers were once a relatively high ranking group of sextuplets under the employ of Team Cipher. Ranking higher than peon but lower than admin the Hexagon Brothers were typically used as group leaders on the field, commanding peons under them. The brothers were fiercely loyal to Team Cipher, finding their heyday during Cipher's attempted take over of the Unova region, each of the brothers being entrusted with precious technology and other resources during this time. However after Cipher's defeat in Unova the brothers fell into obscurity, eventually fleeing from Cipher and their home in Orre after Ein rose to power and seized control of Cipher, the brothers fearing the scientist and the risk he presented to their lives. These days the Hexagon Brothers live out meager existences, sometimes popping up to commit petty crimes and having-

[Team Rocket]
An international criminal ring whose sole objective is to accrue wealth and expand their influence and power. Team Rocket prefers to work in the shadows and not overtly upset the balance of the world, believing that corrupt stability is more profitable than chaos to gain power. Has worked as reluctant allies with Team Snagem in the past but now has a vendetta against the group.

Appearance: A tall man with short black hair and wears only black suits with an R embellished on the front pocket.
Notes: Leader of Team Rocket and renowned international criminal. Is very familiar with Snagem's leader Sub, who used to work for him under a different alias. Previously tried not to get involved with Snagems affairs and those of other teams but now no one can be sure. Holds a grudge against Sub and Team Snagem, blaming them for his loss of Mewtwo and reduction of prestige.
Pokemon: Mewtwo (formerly, deceased), Persian, Dugtrio, Rhyperior, Nidoking, Nidoqueen, Kangaskhan, plus many more.

Appearance: Teal hair with green eyes and sports a relatively standard Team Rocket uniform.
Notes: A Team Rocket Executive who likes to take matters into his own hands to advance Rocket's interests. After Mewtwo was destroyed and Giovanni went silent for a time Proton took it upon himself to carry out his own missions to gain wealth and notoriety. Easy to anger and considered one of the most cruel members of Team Rocket.

[Team Aqua]
Originally an extremist environmentalist group known as 'PETW' (People for the Ethical Treatment of Water) until it was taken over by infamous pirate and smuggler Archie. Has a deep hatred for Snagem that rivals their dislike for Magma. Once tried to harness the power of the Unown to alter reality and expand the oceans but failed. During the World War they sided with Team Flare and Lysandre, aiding them in the invasion of Unova and then proceeding to fight a Civil War against Magma in Hoenn. They have since been defeated and have withdrawn to the shadows for now.

Status: Active
Appearance: A burly relatively muscular man who sports a formfitting blue diving suit and blue bandana with Aqua's logo on the front.
Notes: A former pirate and smuggler, Archie had infiltrated the ranks of the extremist environmentalist group PETW and took it over from the inside, hoping to use the easily duped members for his own desires. Eventually renamed the group Team Aqua and set out a plan to use the power of the Unown hidden in Tanoby Chamber to alter reality to create more ocean. However the Unown could not do such a thing, or rather wouldn't, and instead trapped him in his own mind where his desires were made true.
Archie would eventually recover from this and join up with Lysandre to not only get revenge on Snagem for what he believed to be tricking him with the Unown, but to also take control of Hoenn as Lysandre promised them the region once their global domination was assured. The Flare and Aqua alliance would fail in the war however and Aqua was forced to retreat to the shadows.
While he despises Snagem, and particularly Sub who once infiltrated their ranks as a member named 'Shades' he holds an even greater hate for Team Magma and their leader Maxie. Rumor has it the two were once friends and had a falling out at some point.

[Team Galactic]
Originally an almost fanatical cosmology group led by a woman named Io and renamed the Stone Society. Io had came into possession of a piece of the Zhelat Comet, a comet the group studied intensely. the meteorite turned out to actually be the Pokemon Deoxys in its dormant and weakened form and manipulated Io, who awakened her Psychic Channeling ability via the stone, and the group to regain its strength and true form. After the group's defeat and loss of Deoxys the members were left almost mindless husks after Deoxys' mental manipulations and were picked up and given new purpose by the crazed inventor Cyrus, making them the perfect drones for his new Team Galactic. They would have a new purpose under Cyrus; the desire to see an entire new world created in their own image, now that they knew what power was out there.

Appearance: A man with dull bluish hair and pale skin, wears a suit that resembles that of an astronaut but with the team's logo on his jacket.
Notes: Little is known about Cyrus as Snagem has very little contact with him thus far. What is known is he is a genius inventor originally from Sunyshore City. Nihilistic and cold he despises this world and wishes to create an entirely new one in his image. He cares not for a single member of Team Galactic and sees them as nothing as tools, thus why he viewed the brainwashed masses of the Stone Society the perfect recruits, their minds already scrambled and vulnerable thanks to Deoxys. He largely stayed out of the World War.

Species: Human, Psychic Channeler
Status: Inactive, deceased
Appearance: A woman of modest height, had long black hair, wore an outfit very similar to what Galactic grunts wear now, and had a distant blank expression.
Notes: Originally a scientist greatly interested in cosmology Io was the leader of the group of fellow cosmologists that would become the Stone Society. She and the group had taken an interest in the Zhelat Comet that entered Earth's orbit only once every thousand years. Her interest in the comet would quickly turn into obsession which would lead to her downfall. When it was time for the comet to return they planned to pull the comet out of orbit for study. They succeeded in pulling the comet out of orbit and sent it crashing to Earth where it would break up into pieces. Io would come into possession of the largest piece and core.
The meteorite core would drive her fanatical and insane but also granted her strange Psychic powers, unlocking her abilities as a Psychic Channeler. The Pokemon Deoxys, who was the 'meteorite' she held, would take over Io's mind and manipulate her, causing her to rename the group the Stone Society as she sought out the other holders of the stone fragments and set forth to gather the other pieces. She and her society, under Deoxys' control, would wreck havoc on Sinnoh, draining people of their energy to feed Deoxys.
Eventually she would lose her meteorite to the Snagem named Reno who would awaken his own Psychic Channeling abilities and defeat Io, ending in her death.

Name: Chef Bero
Species: Lickilicky Hybrid
Status: Active, former member of Stone Society
Appearance: A plump man with pink skin and a ridiculously long tongue. Was a chef's uniform as per his trade.
Notes: A former member of the Stone Society with no relation to Team Galactic. As a human he was a world famous chef who developed a riverly with the even more famous Siebold who he developed a grudge agaisnt for taking positions he vied for himself. He became a Lickilicky hybrid upon coming in contact with a piece of the Zhelat Comet, Deoxys fusing him with his own Lickilicky. Chef Bero, like the others, was mentally manipulated by Deoxys to do its bidding for the Stone Society. In battle he preferred to fight alongside his many Lickitung.
After being freed from Deoxys' grip he developed PTSD and became erratic and crazed in his desire for revenge against Siebold, though the Elite Four member himself doesn't even remember the hybrid. Along the way one of his favorite Lickitung became infected by the Shadow virus and Chef Bero came to believe this could be his means to exact revenge and set out to create more Shadow Pokemon to use them to get revenge on Siebold. Eventually he would be found by members of Team Snagem in Hoenn and was defeated, his Shadow Lickitung snagged by Amaranth herself. The loss of his favorite Lickitung and his near death after being defeated by Snagem a second time would snap him back to his senses and Bero has since set out to fix his life and mental state.

Species: Manaphy Hybrid
Status: Active
Appearance: True form is an ambiguous blue blob primarily composed of water with a red crystal-like core.
Notes: A former member of the Stone Society with no relation to Team Galactic. A Manaphy hybrid of unknown origins whose true name is not known. Possesses the signature ability to use Heart Swap to takeover bodies. Came under Deoxys' control while it possessed a member of the Stone Society's body for an unknown reason. While under Deoxys' control it was the primary means for draining people of their energy, the hybrid possessing bodies for Deoxys to feed on. After freed from Deoxys' grip the hybrid would move on to carry out its own still unknown schemes.
The Snagems Arkelos and Sihlo would eventually encounter the hybrid again in Veilstone City, the hybrid possessing the body of a child. The hybrid was after the same old Energy Conversion technology invented by Team Cipher as Team Snagem which Io had previous came into possession of and had stored aware in a warehouse in the city. The Snagems would fight off the hybrid and expel it from the child's body causing it to retreat. They have not been seen since.

Appearance: A lean muscular man who prefers to only wear loose fitting pants. Tanned with a shaved head.
Notes: A former member of the Stone Society with no relation to Team Galactic. Originally a gym trainer at the Veilstone Gym he came in possession of one of the meteorite fragments and thus came under the control of Deoxys who had awakened his Steel Channeling abilities. His abilities primarily consisted of increased strength and iron skin. He fought the Snagems many times and was a stoic and almost machine-like fighter. Since his defeat and release from Deoxys' control his whereabouts and status is unknown.

Appearance: A large, both tall and wide, bald middle aged man sporting typical biker gear, primarily a leather jacket with the Kanto Pokemon Federation's signature on the back. Carries a whip.
Notes: Leader of the Kanto Pokemon Federation, a biker gang active in Kanto and the Sevii Islands. Has a vendetta against Team Snagem over a defeat suffered at the hands of the Snagems years ago. No one in the team can exactly recall this encounter but the Federation, and Paxton, does. Attempted exact revenge on Team Snagem during the first day of the World Champion Cup in Galar by cheating but was still defeated and disqualified. Perhaps even angrier with the Snagems since their second defeat and the destruction of their motorcycles.

Appearance: A young child, no older than eleven, short in stature and is always seen wearing his signature pair of blue shorts.
Notes: Ben, also known as Shorts Boy, is a Pewter City native who in just a year after becoming a trainer found himself rapidly propelled to fame. Originally a local joke over his fondness of shorts the boy was discovered by Silph Co. and rapidly transformed into the mascot of their latest line of Pokemon Trainer field wear, mostly importantly their line of shorts. Ben is still young and does not yet understand the extent of his fame and wealth. Is a sweet child and made fast friends with Reno during World Champion Cup after allying with him and try and score a Wishing Piece.

Notes: A talented trainer hailing from Pallet Town, the last of the 'fabled three' to leave on their legendary Pokemon journey. Has entered the World Champion Cup in hopes of stepping out from under the shadows of the imposing figures her two former neighbors have become and claim the recognition and renown she deserves. Last spotted battling in the World Champion Cup.

Appearance: Tall lanky man sporting a thin poorly filled in beard and ill-fitting suit.
Notes: A Rotom appliance salesman, originally employed by Silph Co. working in quality insurance in their Rotom appliance department after the company had obtained the rights to produce the strange appliances. After a lack of demand for the classic appliances Mr. Christy lost his job and set out to create his own appliances using the ideas he dreamed up while working for Silph Co. Unfortunately his inventions are often half-baked and don't work as intended. His pal Rotom however tries out anything the man creates happily and encourages him not to give up. No one is sure if Christy is his first or last name.
For reasons still unknown he and Ms. Silph have a bitter rivalry, though Mr. Christy perhaps clueless to how bitter.

Appearance: Short skinny very well kept woman, dresses exclusively in pantsuits.
Notes: One of several great grandchildren of the founder of Silph Co., Kayda, who prefers to go by Ms. Silph, may be a short woman but has a towering and dominating personality. Like the rest of the founder's descendants Ms. Silph has enough money to live out her life in absolute luxury without a days work and yet prefers to work directly for her great grandfather's company, having worked her way up the chain from a receptionist job, by choice, to Silph Co.'s head of public relations.
Ms. Silph will not allow even most minor slander against the company's name and takes any perceived threat seriously. She once took a personal interest in pursuing Silph Co.'s expansion of Porygon assisted products however after the Dubious Disc incident and the rise in other competing Rotom products from Alola and Galar, Silph Co. was forced to scale back their Porygon line, a perceived mark on her own record.
For some unknown reason she has an extreme dislike towards Mr. Christy and a bitter rivalry.

Appearance: Black hair and gray eyes, always seen wearing his signature black and yellow baseball cap backwards.
Notes: A talented trainer hailing from New Bark Town. After collecting all eight badges of Johto he was invited to participate in the World Champion Cup. First encountered Team Snagem in the Wild Area after Terashi, Arkelos, and Odd interrupted his battle with Marley over a Wishing Piece, the Snagems stealing the piece from under them. He attempted to retrieve the piece before they could with his Ambipom but Terashi and Arkelos prevented that. He appears to be an honorable trainer and when pressed to fight dirty decided to back down.

Appearance: Brown hair wore in pigtails and brown eyes, always seen with her bulbous white hat with a red ribbon tied around it.
Notes: Assistant to Professor Elm, aspires to complete the Pokedex. Last seen battling in the World Champion Cup. Blizzard stole the Roto-beacon her and another trainer were battling for control over on Motostoke Riverbank Bridge.
Pokemon: Marill

Species: Xatu Hybrid
Status: Active
Appearance: A tall slender bird man with a long straight red hair-like feather down the back of his head and yellow beak in place of a mouth. Xatu wings positioned on his back, overall humanoid in shape. Wears a traditional poncho.
Notes: An extremely powerful and reserved Xatu hybrid. Not much is known about him other than he has been an opponent to Blizzard and Tristan twice so far in two different competitions. In spite of type disadvantage Horus has been known to be more than a worthy adversary of Blizzard's.
