Canons are characters that are already in the story, like Cagalli or Kira. OCs are "Original Characters" which are made from scratch by players.

The Kira and Flay players would have to agree with it and it's looking like it'll be GSD. As such, Flay would have to have survived somehow, perhaps the same way Mu did.
