Yes, the time-skip was like 2 and 3/4 years(since Sasuke's body could be taken over in 3 years, and it's almost that time..), so it's generally agreed upon that he's 15.

Going from these statements and the fact that the timeskip was 2 years and 6 months he should be 15 or older.
