I just figured that type of hairstyle was popular in Japan; I've seen a few other anime characters with similar styles. But, in Usagi's case, her hair style is exaggerated since her hair is so long.

They're actually possible as a real life hairstyle. You just have to have about 7 feet worth of hair to get the buns perfectly round and still have the pigtails down to your waist. I tried it when I had 4.5 feet of hair, I made small buns, imperfectly round, and the pigtails were barely past my shoulders.
... Hurt like hell to pin the buns together too. That pigtail has to be TIGHT, which means it pulls horribly.

Odangos are actually pretty popular in Japan.
I can do them in my hair. I don't have the longest pigtails, but I can get the Odangos.

I'm not sure why they are round, but it is the royal hair style of the moon I believe.....her mother had the same hairstyle.
