This morning when I was watching the news. And a man was talking about driving, since it was snowing thher was ice and stuff. He said he slowed up... I thought it was slowed down

That sentence doesn't make sense. In your title, put a ' in the word "can't"

Yes, I agree with the post above my own. If you are going to criticize someone about the way they speak, you should at least take the time to write down a post that is grammatically correct.
