Story: For years the world has been protected by Vigelantes. They have the power and morals to save their regions from Chaos and destruction. The US GHovernment has decided that these Vigelantes must not continue to do this.
During the next Election the main focus is putting these Hereos out of the picture if they do not reveal themselves to the government and register their abilities in a form codenamed: HRD-01. One man running(Branton Chorus) uses the focus to Win his election and start a new police force. They are code named VCF(Vigelante Crime Force.) Each trained to stop such superpowered persons.
The war between Government and hereos:
The Hereos that have not filed out the HRD have gone into hiding and secretly protect their cities. A Allaince is being formed as the Villians take this fued as their advantage and go rampant in the streets. Many of the heroes have struck back at Branton Chorus by threatning and attacks. Others try diplomacy. Branton uses the lash outs for his gain and discribes all masked heroes as vigilantes and nothing but lower level villains.
The document and perpuse:
the Document involves the hero or heroin to give all information of his/her powers and their real name and allias name. Also they must give blood samples and prints(If possible). The purpose is to be able to put the hero on a payroll but also to blame him for the damage he does during any type of incident. The documents are held secret but the names are given out to the public at certain times. The more famous Heroes are publicly announced at his conventions and other huge events.
Basic outline:
I want to start with original characters(Can be loosly based on someone) And they will not be GODS! they have weeknesses if they are very powerful. The story will involve a few key characters from marvel comic books but not many.

Description: She is an outcast and a lone wolf. By many she is called a freak (not knowing she pocess powers) thus her resulting her being a loner and not very social. She doesn't understand many human things like emotions and relationships. She is sarcastic and rude and very hot tempered. She is very loyal and reliable to people who earn her trust and befriend her.

He has a strong sense of justice detesting those that steal from or harm others meaninglessly. A loner by nature this person will act independantly even when in a team.
Background: Grew up in a rather small peaceful community. It was by accident that he discovered his abilitys. It was in the middle of the day that the situation happened. A rather illmannered young man bumped into him on his way home from the store. This person had been picked on at school, bullied afterward and yelled at by there parents. Needless to say there day had not gone at all like they planned. Lance unfortunately didn't know this, after the man bumped into him he shot them a sharp glance then turned his back on the teen. This is when he felt a foot being slammed into his back.
Scales grew out of his back damaging the persons ankle and foot. Lance turned around to see what had happened only to see the person on the ground in pain. He had only pictured this outcome in his mind he didn't want it to actually happen.
The next day there was a knock at his door. It was a government official trying to recruit him. The man was sharply dress and very polite. Nothing like he had pictured the people he had seen on tv talking about containing a sudden explosion to what he refered to as menaces to society. Nervously he accepted the persons terms to use there abilitys to stop other mutants. Of coarse he was untrained and had no idea how to make there powers work so there was a condition to his joining. He would help them out if they trained him how to use his powers in a contoled way. This was there intention all along so without much thought they accepted the terms.

Description:well, she is one of thoose, who is kind and giving, a knowitall, and powerfull, allthough, she wouldnt harm a human being, and even if she did harm an enemy, she healed them smile becouse she was a nature loving thing, she had once been one with the nature, with all the animals and rare Creatures in the world she came from,
Powers: is able to control Wind Fully, and do understand how atoms bind, so can make chemical bindings with anything, and have the power to give life to anything
Alias: Logen of light is what they all call her, becouse she is like an angel, she were never angry, ... never had to, and did never fight directly, only defended the weaker, and gave life,
Race: Elven Kind in mind, that will say is smarter than any Genious and more fair than any beuty queens (all naturally)
weapons: Golden Bow of light who shoots arrows of white light, black katana of light who cuts through everything,
Theese two was forged (fysically with theese ability's by a metal she forged of Uran... and made an method of consentrating the radioactiveness... same with the Katana
Background in her many travels through many worlds, she happened to come to this world, at first she didnt understand English, but after time, 3 years she understood every language that she could find in the liberary- dampsaga Liberary in Steinkjer/norway, it wasnt before she begun to surf at internet (at a request from a friend) she discovered that this world was Huge, and the information she came over told her about a story of how this world stumbled from one war to another becouse of Power hungry men, and alienating of other races/people, she discovered her "Lifegiving/healing" ability by a Mugger who tried to mugg an old lady... and when she came and saw the old lady at the ground not breathing, she vried for help, though there were none, so she tried to use what she learned at the liberary, (she redt books about everything, all knowledge that were in that liberary, and at wikipedia was in her mind now,)
so she knew what to do if she had the right things to do it with, but she didnt, so she tried to do so with just controlling the wind pressure and such inside and outside, to "heal" she had to forge the bones and reasemble the tissue, wich she knew how to do, she figured out how to heal there,
she tried other things to, some of the experiments went wrong, f.ex. she made a bottle of acid spill all over a friend of her so she stopped with the crazy experiments, and started again to think and to study, she discovered the ability to merge her own body with other atom based stuff ... thats how she got the two other than the Wind ability, the wind ability she had from the other world...
her future in the vigelante team wasnt yet to come, not before something at a website captured her eyecatch ... after the acid accident, she had no friends there... so she started to journy around the world, first of all she went to china, she flew with her wind ability's she went through alot, and had alot of new experiences tasted new foods, helped the poor, traveled for almost 5 years then she met some in the vcf ... not before a year after she had stopped traveling she found some proof of some people with the "superpowers" she met up with a young girl and joined becouse she was kind and made her happy biggrin that was the only reason,,, nothing more nothing less allthough she would find out that theese people had not learned Actually how they did the things they did, but subcounsusly activated them through some Sheer coincidents and lucky shots,
not as she had done by figuring out how to use everything,

1. Eric possess healing powers which work rapidly on others but slow on himself. While it's somewhat hard for him to receive an injury, taking a blow will require more time than regular people to heal.
2. He can feel the "waves" of emotions emitted from people and can sometimes guess what they're thinking, though this power is weak and he uses it on the rarest occassion.
Appearance: (Looks, hair color, clothes, eyes,. skin, etc.)
Eric is a lithe man who is somewhat weak physically due to illnesses that strike him harder than usual human begins. His hair is red-ish-brown, his eyes are green, and he possesses a pale complexion. According to his job as a doctor, Eric is usually in hospital attire although he prefers to wear plain jeans and a dark green turtle neck.
Description: Eric is quiet and shy, but he's courageous when he's dealing with patients in dire need of his attention. Gentle and polite, Eric has high morals concerning death and the punishment of regular human beings. It's hard to anger him and he tries to avoid fights (also because of his inability to heal properly). Despite his being different, he considers himself to be an average human man and cares deeply about everyone--even people that might wish him harm.
Background: Eric just finished medical school and moved to the city to accept a prosperous job offer. One engaged, Eric is now single due to the death of his fiance--a woman whom he met in medical school that could read a person's mind. She was murdered by a disgruntled patient that accused her of "making him ill" because of all the probing she was supposedly doing to read his thoughts. Her death is partly why Eric is quiet and withdrawn. He wants to stop the governments new plan to discover all the "mutants" in the city, but by peaceful means. That doesn't mean, however, that he's against any illegal "means" to stopping them, so long as it doesn't result in the lose of life.

lol sry guys i no its long but i got really into it today. Name: Rielly Siratonen Alias: Rae Registered or not: not registered Age: 19 Powers: 1. manipulation of water. Rae can stop rain in mid air; Shape it, throw it and expand it. She has trouble manipulating larger bodies of water yet has been trying for years to control it. 2. evasiveness. Rae can predict the movements of her foes seconds before they attack abling her to dodge and strike first. She is also incredibly flexible. 3. Regeneration. Basically her body heals itself. Appearance: Born with jet black hair, recently the ends of Rae's hair has become electric blue, naturally. It seems that as she gains more control over her power of water the farther the blue travels to her skull. Her eyes are sea green but change to deep blue when she uses her powers. She is of average height, but is abnormally strong. Due to her using weight lifting as a stress outlet. Rae is always in something black. She wears leather pants with black combat boots. She wears multicolored tanks under hair black oversized leather jacket. Description: Rae doesn't talk much, but her body language speaks for her. She nice only when she has to be. Background: She doesn't know much about her past especially when it comes to her parents. She lived with her Grandmother in a small town, outside the city. Her powers didn't surface until she hit 11 years old. A man broke into their small cabin by the lake one night. When Rae's grandmother tried to fight him off, he shot her in cold blood. Rae ran to her grandmother, kneeled at her side. She put her hands on grandma's wound. The sight of the blood brought her to tears. The tears fell to the wound, and the skin around the wound healed. Shocked in amazement, Rae fell backward. Rae put a pillow under her grandma's head and a blanket over her body. Exhausted Grandma fell asleep. When she awoke she didn't remember a thing. But Rae did. It was something she couldn’t forget. When she was sure grandma was okay, Rae went for a walk out to the lake. As she walked it began to thunder then rain. Rae didn't mind she loved the rain. The drops of water hitting her face were peaceful. Rae sat on the lawn and laid back releasing her muscles of all tension. She replayed the images of last night’s ordeal. What would she have done if grandma had died? She'd be alone. She thought about her parents and where they could be. Suddenly she heard a noise from the house. It startled her. She couldn’t see what was going on from where she was; The rain impaired her view. She wished she could stop the rain only for a moment to see what was going on. And it did. Not realizing what had happened she began to walk forward. The drops of rain were pushed aside by her body. Now seeing what had actually occurred she closed her eyes asking for the rain to begin again. And it did. Scared, Rae ran. She ran until she could no longer move. She didn't know where she would end up but she didn't care. She had to get away. If grandma knew about her, she'd surely send her away to foster care. No. She didn’t want that. It was better for her to leave. So, here she is 8 years later living alone; relying only on herself and her powers. She knows of no one else who has abilities such as hers. She owns no tv, reads no paper. She lives in the basement of an abandoned gym; Coming out only at night to protect the innocent. She carries various weapons such as handguns, pistols, and many hidden knives in her attire. However the armory at her “home” is nothing to laugh at. Weapons there range from bazookas to riffles, grenades and tons of swords.
