Edward doing it will fit the storyline better, but Carlisle changing her will cause drama, therefore making the book a bit more interesting.

You can't be sure who will change Bella, if Edward or any of the other Cullens the treaty would be broken and they Quileute will probably tell everyone that the Cullens are vampire, they won't believe them but the Volturi will have to get rid of them. It's a lose, lose situation, the only way that it will happen is if another vampire comes in and changes Bella.
