The red can either match or be darker than the shade on Ross' tassels. Colorist's choice for placement/specific amount, just as long as she's still mostly black and they don't, say, end up looking like polkadots. This is going to be Ross' "raven," such as the type kept at the Tower of London. I would also like an edit for her: a red leg tab/band, a sign of an official Tower resident.
