As a Jedi, its a good way to get close.
See, in the jedi ranks (of the OJO that is), in order to become a master, there were several paths.
Some involved outstanding valor (like kenobi), others great service, but the most common was take a padawan.
After the padawan completed his trials, the Master-to-be would still need to complete a set of trials of his own before given the rank. So while training a padawan was a good set of practices to advance to master, if a jedi were to fail his final test, he could still be denied.
As for the IKs, I don't imagine that such tradition holds true. It would probably be more militaristic, having to accept more duties and responsibilities to promote in rank, as well as probably my best estimate that one's superior commander fails in his duties or dies in battle.
