The Republic Navy used several: two V-Wings, the Eta-2 Actis the Obi-Wan and Anakin used in Episode 3, and the ARC-170, to name a few.
I assume you mean the ARC-170, as that's the one seen most in the movies
The ARC-170 was a heavy starfighter, capable of hyperspace, with fairly heavy armor, shields, and armament, and could hold three people and an astromech.
The standard TIE Fighter had no hyperdrive or shields, flimsy armor, and only laser cannons, but was considerably faster and much more maneuverable. Compared to how they faired against X-Wings, the ARC-170 would probably come out on top as the better ship, being much higher in quality and all
That being said, the TIE Fighter ended up getting a lot of upgrades. Second gen fighters which came out around Episode 4 were actually faster than X-Wings and a bit better armed, making it harder to call. And that's not taking into account other models such as the TIE Advanced series, which I will consider seperate ships for this argument
So, in my opinion: ARC-170 > Standard TIE fighter, assuming the ARC-170 has full compliment
