"nagsimula/nagsimulang" means he/she "started"
"matuto" means "to learn" or "learning"
I just added "(ng tagalog)" to comlplete your sentence.
Example: Nagsimuula siyang matutuo ng tagalog.
Translation: He/She started learning tagalog.
