Pre Time Skip, of the main genin kunoichi, Temari and Tenten are the strongest.
Post Time Skip, of the main kunoichi (not including Tsunade, Konan, Shizune, Anko, etc.), Temari, Sakura, and Tenten are the strongest.
The rest just phail, especially Hinata.
Why? Her filler arc ability doesn't actually exist in the manga, (which is law since Masashi has direct influence) and thus she only has only the Byakugan and Gentle Fist, rendering her as useless as her sister, Hanabi.
Why Tenten is strong: if she has a big enough scroll, she can freaking pwn a small village. XD
