There's one at the Sevii Islands in LG/FR. You have to go to the island with the weird labyrinth type meadow {forgot the name} you need to surf around the island where the entrance to the meadow is, it should be in an item ball.

I don't know the first question but to the second one, Leaf green and Fire red.

In FireRed/LeafGreen, there is a set of seven Islands. Those are the Sevii Islands. You can go there after you complete a certain task (I think you get the seventh badge and then follow Bll to the islands on a boat. I can't remember.). Then you should be able to go the islands by ship in the Vermillionm City harbor whenever you want.

Follow the directions FoxyRakei gave you. I personally had the hardest time finding a dragon scale before I found the one in FireRed. I even caught a box full of Horseas to no avail!
