IF he is right I should find out cause the only time I have seen a pokemon evolved before it lvl was when a trainer had it I think. But never in the wild.

Nope i go with exactly what you said.

In this gen. it's not possible... although I did find a pidgeotto at level 10 in Viridian forest in both Yellow and Fire Red version. And my friend found a Surskit in Sapphire before even reaching the forest leading to the 1st gym.

lv4 Bibarel and Staravia are legal... Who knows.

Back on topic... Tyranitar also helps with the fact that it's a Dark type, making all Psychic-type attacks useless. Watch out for Focus Blast, though.

Darkslasher-san's right, but he left out another important move: Grass Knot. One Espeon, or whatever, with Grass Knot could wipe the floor with almost any ground or rock type because of their massive weight.
