Rose could be a bit nicer but with her past and the fact that Bella is pretty much getting everything she wanted I understand why she's the way she is.

Also, I don't think she did a 180 from Eclipse to Breaking Dawn. In Eclipse, we find out why she acts the way she does, but just because we find out the reason behind her behavior doesn't mean she ever stopped behaving like that. She didn't go back to being selfish in Breaking Dawn; I think she just never stopped being selfish in the first place, even if we do start to sympathize with her more during Eclipse.
