Do you know if it is a base game cheat or if it came with World Adventures?

It's a base game cheat, you have to type in the testingcheatsenabled true thing first.

the testingcheatsenabled true cheat is like god.

I heard once that is activated, you click on the lot's mailbox and the needs won't decrease.
I tried it but it didn't work for me (I only have the base game)

Did you hold down the Shift key when you clicked on the mailbox? A lot of the testingCheats options only show up if you hold the shift key.

Also I've updated the main post to include the buyDebug cheat. I actually use that one quite a lot myself.
