You can certainly go up and down a ladder, but say if it were placed on a fence you couldn't get to the other side without jumping, a function that the ladder lacks.

No we're not. We're arguing if a step-ladder is the same as a ladder, not if they both fit the definition.



Besides, it has to fit the definition to have ladder in it's name.

I think the ladder-stepladder thing is like a square and rectangle. Y'know, a square can be a rectangle, but a rectangle can't be a square? So while a step-ladder can be a ladder, a ladder can't be a step-ladder.
