The little blue scraps around your avi look like scraps of paper and seem to not match and seem odd. Like they are just thrown on there to add another element. Without a mouth on your face it seems strange. I like the dress looks elegant, but wouldn't say it screams cute. The collar makes it look more trying to be a choker than cute. Maybe try another collar if you really want one.
