Actually, I believe he did it to his own accord.
Looking at how cowardly he have been since "getting" introduced in the third book. He pleads for mercy in the same book when Sirius was going to send him to ... well somewhere not so pleasent. We also see how reluctant Peter was during the fourth book when Voldemort commanded him to sacrifice his own hand during the ritual.
In short this guy is a opportunist(see in third book in the cabin) just like Starscream was from Transformers. Peter doesn't have much spine and bends over whenever he is in peril(like the rodent he is), so why waste a good ol' curse on someone even more worthless then cannonfodder? He doesn't have any contacts in some important bereau, no magic potential or strenght(from what we have seen) that could help him. The thing he has (or had?) was that he was officially proclaimed as dead.

Imperius doesn't last forever. The curse would have worn off by now, and Pettigrew would have surely either been killed or escaped.
