Concerning the Headmaster problem; have you tried inviting him over on a social visit? You know, just to chat or for dinner or something but not actually trying to get the kids into private school?
If you try that and he still doesn't come then I'd say it may be the Headmaster character file that is screwed! I know you say he showed on a different lot but he may have been a different headmaster. I have about 3 Headmasters in Pleasantview.
