Well, first of all, I would name it Gaytopia.

There would be no rules. Except for a select few--
1. You can not discriminate against anyone according to race, sexuality, etc. But especially sexuality.
2. If you are caught trying to rob anything, you will automatically be killed by the police. (They're the only ones who can kill people, but only if ordered by me.)
3. There is no curfew (spelling?), and parents must allow their children to do whatever they want, except have unprotected sex. The parents much provide teens with comdoms.
Rules on sex-
I.People 14-18 can have sexual intercourse with eachother.
II.People 13 and under cannot have sex. They ARE NOT FREE TO DO ANYTHING. KEEP THEM ON LOCK-DOWN.
III.People 19-30 can all do it with eachother. People 31-50 can. and people 51-on up can. Those are the rules on sex.
4.Go crazy.
5. Everyone is allowd to look at porn without getting in trouble. You know you want to anyway.

There really aren't that many rules. Just get along with everyone, and follow them [the rules].

Obviously quite gorgeous, with classical architecture, lots of music, a huge emphasis on art, ample shade in the streets for those who do not like direct sunlight, and ginormous testing and research facilities where humans are genetically altered and infused with the powers of flight... or whatever bottles your water. Did I mention that it would always be warm?
Politically: tolerance. none of this "you're different from me. I'm putting you down." crap that's so rampant these days.

I would make everyone wear something that is a fantasy item everyday and if someone does not wear it they would get fined 5,000 dollars. So in a sense it would be like Halloween everyday and on Halloween that would mean we could dress normal.

Ah, this is good...

First off, it would be barricaded with sky high industructable walls so it is absolutly impossible for even a god to get in and out with indestructable bars across the top and if anything tried to get in or out through the top it would be immediatly incinerated. Size of the city would be by estimation as big as the U.S. state of Rhode Island.

Humanoid Creatures within it: Sayrs, Humans, Vampiric Abominations (meaning they'll all be large and deformed), orcs, banished demons, Elves and.... Lextrome (wolf-like humanoids, a race I made up...)

Now for the rules... In which will only apply to Humans, Elves, and Lextrome

1. EVERYONE is required to wear thick (preferable leather) clothing that covers every single inch of their skin except for their heads (heads are optional). Necks must be covered too.
Failure to do this will result in the rape of that person by a large unpleasant creature (such as a corrupted Satyr or an orcish creature, which will be unbathed.. to list a few) whom will also take you as a slave and when you die this creature has the ability to send you to hell and will forever rape and torment you, rippin out your eyes and your tongue forever and ever.......................... and ever.

2. Mating must be done in privacy and never known where and when by anyone within the civilization. Lust is not tolerated.
Failure to acknowledge this rule will result in emprisonment and death from starvation.

3. Fear and sadness are not tolerated. Depression is passive, but must not be externally expressed.
If caught with tears on your face or heard screaming, gasping, etc. It will be seen as failure to obey this rule and you will have your eyes gouged out as a warning if caught crying, your tongue caught out if caught screaming, gasping, etc., or both punishments will apply if both sadness and fear are caught at the same time. Second time will be punishable by death in a way where you will be humiliated in the public.

4. No public affection.
Failure to obey this rule will result in death through public humiliation.

5. Greed will not be tolerated.
First warning will be the severing of the hands. Second warning will be death through public humiliation.

6. Technology and anything needing use of electricity is banned and if uncovered within my city. Light may only come form that of a flame, the sun, or the moon.
If anything that runs by use of electricity is discovered within my city, the holder of the item will be publicly executed though a grusome and painful slaughter.

Rights

1. Discrimination is acceptable. One has the right to use words against other civilians if they think it right. Such as whore, c**t, sloth, glutton, filthy ogre, etc. etc. etc. Harrassment charges do not exsist.

2. There is no limit to the amount of alcohol nore what type of alchohol one may consume.

3. You have the right to murder if you believe someone is acting out of civilization.
