Comically speaking, it's gotta be either Shino or Orochimaru. Shino because...well...yeah. And Orochimaru gives off a ***** vibe--which scares me very much, thank you.
In real life, maybe Itachi or Hidan. Zetsu is freaky, but not creepy.
...Oh wait, I forgot Tsunade and her ginormous strength.

I think orchiramaru is creepy when I first saw him in the [japanese version of the] Anime I thought he was soooooo creepy I wanted to die, him and his big huge snake!*shiver, shudder, die* yea that is who I think is really creepy^^

Hmm, I'd have to say Neji is on of the more frightening ones. The fact he's gonna screw with my organs and make me die a horrible death of internal bleeding and pain is quite, terrifying. o_o
That and Gaara, just because he waits a 'moment' before crushing you. Just think of what would be going through your head just before that hand closes and then the pressure is applied.
Though, Orichimaru, and Kabuto freak the s**t out of me. Damn, *****. xD Oh, and definitly Kakashi. o_o He's not even himself for the most part, just some faint version of Obito... I'd rather not know what else goes through his mind...
And finally, the scariest one would be Jiraiya. No old man should be that perverted.
