Shinsengumi Saitou cosplay outfits are very hard to find. Actually, the Shinsengumi is nearly impossible to find in general.

I searched for, like, 4 hours yesterday, and I only came up with Meiji Saitou, and one result that looked similar, but wasn't it. The haori (top shirt thing) was the same, but the hakama (bottom pants type thing) were striped.

I don't have the skill to make it myself, and my parents already think I need mental help for watching and obsessing over this anime.

...Well, that, and I just trust people who do this for a living more than my own hands, is all. I'd probably end up sewing my fingers into the costume as well. xD

Yeah.. Cosplays from older animes are probably harder to find. It actually wouldn't be that hard to make since hakama can be bought online and come in different colors. I'd offer to make the costume for you but I am a bit swamped with other projects right now(like a wedding kimono @.@ and veil).
