That's Train Heartnet from Black Cat. Is it good? I haven't heard of it I really like it. You can get most of the manga from being fantranslated, it's being started by viz now too, they have the first chapter in the new Shonen Jump. Also started the anime last fall which you can get fansubbed online.

I'm stopping my subscription, I just haven't been reading it. It's about bounty hunters. Train used to be an assasin for the Chronos numbers(hence the 13). So you get the other numbers popping up, and there's some other pretty main characters. It's not all action, there's a bunch of comedy too. I'm not good at explaining things. xp
