Well, he never did come off as totally evil, did he? That's probably his redeeming quality.

In "Joker: Devil's Advocate" the Joker is said to have killed over 2,000 people. But that's just the thing about Joker his motives only ever make sense to himself. So while he may be one of the most evil men in comic history he can still refuse to work with Nazi's because in his warped logic they are worse than he is.

The thing is, the joker is human.
He cries real tears at penguin's death, so the thing that's scary about him is that he's completely sane; just chooses to not be it. Its psychologically the denial of one's being, a concept that people can't grasp.
However, the joker cannot be human, because he has no identity of his own, recreating it at will. Therefore he cannot be evil. Thus the paradox which riddles us all.

Because he plays pratical jokes, not gives riddles. A joke is made to get a laugh out of someone, a riddle only to quiz their deducive reasoning. He never makes riddles. Plus, that's what the riddler is for.
