Well it is possible to steal a ship... You have to threaten them with a pod kill if they don't give up their ship (Force them to get in the escape pod), then you can tractor it to safety and lay claim to the vessel... And then sell it.
Most pirates don't do that, mostly because it's easier just to blow apart a vessel and ransom the player in the escape pod after picking up what was in the ship's cargo hold.

And do what with it? You'd have at most a few hours before an Imp Sector fleet shows up with Two Torpedo spheres to blow you out of the stars.
The best idea the Justice Action Network could manage was to crash the damn thing into a planet.

I'd steal one from the rim to keep them from grabbing me right away, and then maybe offer my services to the Rebellion.
Like to see an Imperial Squadron try and figure out how to beat down a Rebel Task Force with a Torpedo Sphere. cool

The rebels would probably only use it once and then scrap it for parts.
