A place, with Imperial ideals, safe from the conflicts of the world around.

However, Vaan does not wish to be an emperor.

As of right now, it's a triumvirate.

The Dominion at this point consists of Ivalice, Spira and Esthar.

Vaan is the de facto governor of Ivalice, and Spira and Esthar have their own governors.

In theory, at this point, Quen Mother Elanaa is in charge.

However, it's really the 3 governors.

Elanaa just gets a cut of the minerals.
