Cale didn't mean adopted in that sense, by blood. He meant you can't be a cultural adoption.
Like, for example, an adopted child, bloodwise, is always an outsider to the family, no matter how hard he tries... biologically, that is. However, to a mando, you do not 'adopt' someone; they are family, first and always.
